The Hamilton County Storm Water District (District) was formed in 2003 by the Hamilton County Board of County Commissioners in response to the federally mandated Phase II stormwater program requirements. The District helps its member communities comply with the Small Municipal Separate Storm Sewer System (MS4) General Permit and maintain stormwater quality. The MS4 permit requires that six Minimum Control Measures (MCMs) be implemented to improve the quality of stormwater.
The U.S. Environmental Protection Agency defines stormwater as runoff, snowmelt runoff, surface runoff, and drainage. Runoff and drainage resulting from precipitation are considered stormwater. Stormwater runoff is typically recognized as the largest source of pollutants to waterways in the United States, both rural and urban.
